  • Duties

    Summary

    This position is located under the office of the Chief of Staff, Group Practice Management of the New York Harbor Healthcare System. It will be based mainly at the St. Albans Campus directly overseeing staff at the SA, SIC, HA and CBOC Clinics. Occasional travel will be required. The incumbent will supervise a group of patient aligned centered care (PACT) employees and non PACT employees. The duties of this position are performed on a regular and recurring basis in the out-patient care areas.

    Responsibilities

    Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.

    Performs the administrative and personnel management functions relative to staff supervised.

    Receives and relays incoming and outgoing telephone and intercom messages.

    Receives and responds to unclear inquiries from patients concerning a variety of medical, personnel, and administrative matters.

    Determines general nature of inquiry and independently responds to all administrative questions.

    Recognizes and refers urgent inquiries to professional staff for immediate actions.

    Schedules specialized appointments and with other specialized units within the health care system.

    Provides the patient with special instructions for examinations or tests when necessary.

    Receives and directs patients and visitors, answers routine inquiries and obtains necessary record information prior to patient's visit.

    Assists patients in contacting volunteer or social services as needed.

    Receives and responds to a number of unclear inquiries from patients concerning a variety of medical, personnel, and administrative matters.

    Coordinates and initiates the conversion of patient care plans into patient care actions.

    Interprets and acts upon doctors' orders to make effective use of the diagnostic and treatment modalities available within the medical center and throughout community health care resources.

    Prepares routine and individualized laboratory test orders, selects from various protocols for different types of clinical examinations and consultations.

    Ensures that escort services and transportation are properly arranged.

    Makes numerous calls each day to coordinate information and actions relating to patient care and services.

    Makes patient appointments and/or makes or assists in making the determination as to the patient's eligibility for benefits.

    Receives, schedules, and routes patients applying for care.

    Receives new and recurring applications for care.

    Procures data from official records, verifies information contained in the application.

    Enters no-show information for patients who fail to report for scheduled appointments, rescheduling patients as directed by the physician.

    Determines the nature of the patient's medical care needs, questions, or complaints and answers questions, provides information, gives guidance, and initiates action as appropriate.

    Maintains contact with medical and clerical staff in various clinics and wards to resolve delays and misunderstandings in the medical administrative aspect of providing medical care.

    Responds to technical questions regarding patient rights and responsibilities and medical eligibility for care.

    Serves as key member of the patient care team providing crucial administrative advice and guidance.

    Advises veterans on non-medical benefits of a routine nature and refers veterans to Benefits Counselors for information on benefits of a complex nature.

    Work Schedule: M-F 7:30-4:00, CT/OT as needed for extend hour clinics.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2019.
    Basic Requirements :
    a. Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3g.)
    b. Experience and Education
    (1) Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
    (2) Education. One year above high school; or
    (3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
    Grade Determinations : GS-8 Supervisory MSA
    (a) Experience. One year of experience equivalent to the next lower grade level.
    (b) Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility for supervising at least one subordinate team leader or supervisor. Assignments at this level include, but are not limited to: assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance, and taking disciplinary action when necessary. The employee has full administrative and professional responsibility for planning and directing the MSA's activities. Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
    (c) Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
    1. Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
    2. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations.
    3. Ability to provide briefings, orientations, staff development, and training.
    4. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
